The PCRC is putting on its usual full season of coastal passage races this year.
The coastal races sail round the coastal navigation marks and/or the Pembrokeshire Islands.
The passage races have destinations to and/or from Lundy, Tenby, Padstow, and Ireland either Kilmore Quay or Dunmore East.
Sailing Instructions 2012
1 Rules
1.1 Racing will be governed by the Racing Rules of Sailing 2009-2012 (RRS).
1.2 All events covered by these instructions are designated Caregory "C" (Advertising).
1.3 The IRC2011 Rules Part 1. 2 and 3 shall apply
1.5 Conditions of Entry
General
(i) A boat is entirely responsible for its own safety, whether afloat or ashore and nothing, whether in the Notice of Race or Sailing Instructions or elsewhere reduces this responsibility.
(ii) It is for the boat to decide whether it is fit to sail in the conditions in which it will find itself. By launching or going to sea, the boat confirms that it is fit for those conditions and that it's crew is competent to sail and compete in them.
(iii) The boat is required to hold adequate insurance and in particular to hold insurance against third party claims in the sum of at least £2m.
(iv) Nothing done by the organisers can reduce the responsibility of the boat nor will it make the organisers responsible for any loss, damage, death or personal injury, however it may have occured, as a result of the boat taking part in the racing. The organisers encompass everyone helping to run the race and the event and include the organising authority, the race committee, the race officer, patrol boats and beach masters.
(v) The provision of patrol boats does not relieve the boat of it's responsibility.
(vi) The boat is responsible to ensure that it is equipped and seaworthy so as to be able to face extremes of weather, that there is a crew sufficient in number, experience and fitness to withstand such weather, and that the safety equipment is properly maintained, stowed and in date and that the crew know how to use it.
(vii) Competitors give their consent to the Pembrokeshire Cruiser Racing Club, its sponsors and the organising authority to use their name, comments, photographs and likeness, in order to promote the club and it's sections.
1.6 Measurement or Rating Certificates
(i) Yachts racing IRC class must have a current IRC certificate. The original or a copy of this certificate and any later amendments shall in accordance with the rules of IRC be carried aboard whilst racing and be available for inspection by the race committee if required.
(ii) All yachts shall obtain a Byron James Number. It is the owners responsibility to inform the Hon. Rating Secretary of any changes that is made to the hull, rig or sails. Failure to comply with this instruction may be penalised by disqualification or other penalty at the descretionof the race committee.
1.7 MEASUREMENT
Boats may be measured before or after any race at the descretionof the race committee.
1.8 IDENTIFICATION - SAIL NUMBERS
A boat shall comply with the requirements of Appendix G governing class insignia, national letters and numbers on sails. The race committee may also allow a boat to race without identifying numbers as described in Appendix G, in this case a boat shall make a written request to the race committee for exemption to this rule prior to racing.

2.0 NOTICES TO COMPETITORS
Notices to competitors for races to be sailed on the day of the notice will be issued by VHF Radio Channel 37 / M1 at least 30 minuits before the warning signal of the race concerned. If the notice is for a race / races to be sailed in at least 7 days time the notice will be displayed on the club web site and may be sent by email to individual members.
3.0 CHARGES TO SAILING INSTRUCTIONS
Amends Rule 89.2 (c)
All amendments to these instructions will be displayed on the club web site at least 7 days prior to the amendment becoming effective, Individual notices may be sent out to members by email.
4.0 SIGNALS MADE ASHORE
Signals made ashore will be made as per the starting clubs instructions.
5.0 SCHEDULE OF RACES AND CLASSES
The schedule of races, starting location and start time will be as per Appendix A (2011 Sailing Programme).
6.0 CLASS SIGNALS
Class signals will be as follows:
IRC Class 1 Numeral Pennant 1
IRC Class 2 Numeral Pennant 2
Byron James 1 Numeral Pennant 3
Byron James 2 Numeral Pennant 4
If the correct pennant is not available then no pennant will be flown.
7.0 COURSE AREA
The course area is the approaches to and the harbour of Milford Haven, Bristol Channel and St Georges Channel
8.0 THE COURSE
The course (or courses in the event of more than one) to be sailed, will be as per Appendix B (Courses) and may be announced on VHF Channel 37 (M1) prior to the first warning signal.
9.0 MARKS
Course marks will be a mixture of club marks, standard navigational marks, or ant offshore geographical features.
10.0 THE START
As per Appendix C Starting and Finishing Procedures.
12.0 FINISHING

13.0 PENALTIES FOR BREAKING RULES OF PART 1
ALTERNATIVE PENALTIES - The scoring penalties, rule 44.3 of the racing rules will apply. The penalty will be 2 places. Boats accepting a scoring penalty must inform the Hon. Rating Secretary by Midday of the Wednesday following the race.
14.0 TIME LIMITS

As per Appendix B (Courses).
15.0 PROTESTS
15.1 Protests shall be written on forms available to download from the PCRC web site and then lodged with the Hon. Rating Secretary by Midday on the Wednesday following the race.
The time limit for protests by the race committee will be 48 hours after the finish of the last boat in the last race of the day.
15.2 Notification of Protests. Rule 63.2 is amended as follows:-
15.2A The protester and protestee will be notified by the Hon Rating Secretary of the date, time and venue of the hearing within 3 days of receipt of the protest.
15.2B Individual notices of hearing may not be sent out and it is the duty of the protester and protesree to ensure that they or their representative comply with 15.2A.
15.3 Failure to attend
In accordance with Rule 63.3 (b) failure on the part of any party to the protest, or a representative, to make an effort to attend may justify the protest committee in deciding the protest as it thinks fit without a full hearing.
16.0 SCORING SYSTEM
In all series Appendix A will apply with the following amendments.
(A) In all series the number of races to count will be 60% (Rounded up in all cases to the nearest whole number) of the races finished.
(B) In the case of a race where there is only one start but the results are given in more than one division the points scored by each boat will be as if there was a seperate start for each division.
(C) To qualify for a trophy a boat must finish in the qualifying number of races for any series.
(D) In all races a minimum of two boats must start per division for points to be awarded for any series. this will apply for individual or combined division starts.
17.0 SAFETY REGULATIONS
Yachts shall comply with the Safety Requirements laid down by the PCRC. The safety requirements for each race is indicated in the race programme and details of the actual requirements (i.e. Categories 3 & 4 are given in the safety rules. 17.2 DECLARATIONS.
(b) In all the events listed each yacht shall record her own finishing time and times at "Time Points" where applicable. These must be reported to the Hon. Rating Secretary before mid day on the Wednesday following the race. Failure to comply with this instruction nwill result in that yacht being recorded as DID NOT FINISH. Time points have been specified for the Fishguard Race to enable results which would othwise be lost through the failure of wind.
19.0 LOCAL VARIATIONS
19.1 Retiring
All boats retiring must make their intentions to do so known to the race committee as soon as possible.
19.2 Commercial Shipping
All boats must keep clear of commercial shipping. Failure to comply with this rule may lead to disqualification without protest. This amends Rule 60.
19.3 Starting Area
A boat shall be considered to be in the starting area if she is within 100 metres of the start line.
19.4 Prohibited Areas.
Racing between Thorne Island and the mainland and Skomer Island and the mainland is out of bounds in all races. Any boat seen to be sailing in either of these areas will be scored as DNF. rule 60 Appendix A are amended.
19.5 Engines
Rule 42 applies with the following amendments.
(a) A yacht which has not started and arrives late at the starting line intending to race, may continue to approach the area of the start of the race under engine. The yacht shall be governed by the following:
(i) The yacht arriving late shall not obstruct or interfere with any yacht that has started correctly.
(ii) The yacht arriving late shall complete a 720 deg. turn, under sail, on the pre-course side of the start line after the starting signal and before starting.
(b) In order to avoid any potentially dangerous situations, yachts may use their engines to motor clear, provided this is done in such a way as not to give infair asvantage. yachts that do use their engine in this way shall report the circunstances to the race committee within an hour of finishing the race. A protest committee then may or may not apply a penalty.
(c) A boat running aground prior to her starting signal may use her engine to assist getting off but must complete a 720 deg. turn after her starting signal and before crossing the starting line.
19.6 International Regulations.
Part 2 of the RRs will be suspended between the hours of Sunset and Sunrise and the International Regulations for Preventing Collision at Sea shall prevail.
19.7 Trash Disposal.
Boats shall not put trash in the water. All trash must be disposed ashore
19.8 Local Rules
(a) Yachts claiming a "no spinnaker" allowance shall not use twin headsails goosewinged when running.
(b) Propellers are NOT to be removed.
(c) Vane or automatic steering devices are not to be used except to seaward of the line from St Anne's Head to Sheep Island.

The transit poles carrying red V's, one of which is inverted, are mounted next to the starter's cabin. The ODM, Llanion Mark, may not be on the transit. The starting sequence is:

SAFETY REGULATIONS and NOTES
The following categories and lists are extracted from YR9/06 Racing Yacht Safety (A Royal Yachting Association Publication) and ISAF (International Sailing Federation) Offshore Special Regulations 2006-2007.
A brief explanation; the ISAF is the worldwide governing body regarding yacht racing, as such they 'lay down the rules' The RYA as the governing body in the UK are responsible for the implementation of the ISAF rules and are the first and last stop for queries regarding these rules. The author has been in contact with the RYA on many occasions via both telephone and email requesting clarification on numerous points. Unfortunately, the RYA in their infinite wisdom have not given definitive answers to queries raised. Your club as a member of the RYA is endeavoring to find clarification of various points, I suggest that you, if members of the RYA require clarification on any issues regarding safety contact the RYA direct and the information can be shared via the PCRC website @ pembscrc.org.uk.
