SAILING INSTRUCTIONS
1 RULES
1.1 Racing will be governed by the Racing Rules of Sailing, the prescriptions of the RYA, these sailing instructions and any appropriate class rules. In the event of any conflicts these sailing instructions shall prevail, IRC2000 Rules Part 1, 2 and 3 shall apply.
1.2 Crew limitations for IRC Divisions 1 & 2 shall be as per their IRC Certificate +1.
1.3 Competitors should note that Dale Yacht Club will implement the RYA Racing Charter and they will be required to undertake to sail in compliance with the charter, Which can be found at the front of the RYA rule book RRS 2009 - 2012
1.4 Competitors give their consent to the Pembrokeshire Cruiser Racing Club, its sponsors, and the organizing authority to use their name, comments, photographs and likeness, in order to promote the club and its sections.
1.5 Advertising: As per ISAF Regulation 20
2 NOTICES TO COMPETITORS
Notices to competitors will be posted on the official notice board(s) located in Dale Yacht Club.
3 CHANGES TO SAILING INSTRUCTIONS
Any changes in the SIs will be posted one and a half hours before the scheduled starting time of the race or races concerned. Changes in the SIs will be indicated by displaying IC flag L. When no further changes have been made, IC flag L will be lowered after the start of the last race of the day.
4 SIGNALS MADE ASHORE
4.1 Signals made ashore will be hoisted on the flagpole located at Dale Yacht Club
4.2 When flag AP is displayed ashore, ‘1 minute’ is replaced with ‘not less than 60 minutes’ in the race signal AP.
5 SCHEDULE OF RACES

Note: Gentleman’s class will not sail Olympic courses and will sail only one Round the Cans race this day.
5.4 The scheduled time of the warning signal for the first race each day is 10.55(starting signal 11.00am)
5.5 When there has been a long postponement and when more than one race (or sequence of races, for two or more classes) will be held on the same day, the warning signal for the first race and each succeeding race will be made as soon as practicable. To alert boats that a race or sequence of races will begin soon, an orange flag will be displayed with one sound for at least four minutes before a warning signal is displayed.
6 CLASS FLAGS
6.1 Class flags will be:

6.2 If correct ICF flag is unavailable then no flag is to be flown.
7 RACING AREAS
All starting areas will be in Dale Roads. Race areas for Olympic courses will be Dale Roads. Race areas for Haven Approaches and round the cans will be the approaches to and harbour of Milford Haven..
8 COURSES
WINDWARD/LEEWARD AND OLYMPIC COURSES
The diagrams in Attachment appendix A of the sailing instructions show the courses, the order in which marks are to be passed.
8.1 No later than the warning signal, the race committee signal boat will display the approximate compass bearing of the first leg.
HAVEN APPROACHES AND ROUND THE CANS
8.2 The courses to be sailed ( All Classes ) will be announced by VHF Radio Channel 37(M1) at least 10 minutes before the warning signal for Class 1. Failure to make this broadcast to time will not be grounds for redress.
Note: A pencil and paper will be required.
8.3 No later than the warning signal, the race committee signal boat will display the

9 MARKS
9.1 Olympic Course marks will be approximately 1.5m diameter inflatable yellow buoys.
9.2 Haven Approaches and Round the Cans. The marks will be a mixture of standard navigation and laid marks.

9.4 Dale DOT buoy will be positioned approx. 400m North of Dakotion Buoy.
Skokholm mark is a orange/white buoy marked PYC and will be positioned south of 'The Neck' approx.

10 PROHIBITED SAILING AREAS
Passage between Thorn Island and the mainland to the east is prohibited.
11 THE START
11.1 The starting line will be between the mast of the committee boat, which will be the catamaran `Sea Legs` displaying an orange flag and the start mark, which will be an Orange Pillar Buoy
The committee boat may have a buoy trailing behind. This will form part of the committee boat and must be avoided.
11.2 Boats whose warning signal has not been made shall avoid the starting area.
11.3 A boat starting later than 4 minutes after her starting signal will be scored Did Not Start. This changes rule A4.2.
11.4 If any part of a boat’s hull, crew or equipment is on the course side of the starting line after the one minute signal and she is identified, the race committee will attempt to broadcast her sail number on VHF channel-37. Failure to make a broadcast or to time it accurately will not be grounds for a request for redress. This changes rule 62.1(a).
13 THE FINISH
The finishing line will be between a staff displaying a Blue flag on the committee boat and a finishing mark which will be an Orange Pillar Buoy.
14 PENALTY SYSTEM
14.1 The scoring Penalty rule 44.3 will apply as written.
15 TIME LIMITS
15.1 The time limit for the Haven Approaches race will be 6 hours. All other boats must finish within 3 hours of the finishing time of the first boat in the class concerned.
15.2 The time limit for the Round the Cans and Olympic Course races will be 2 hours. All other boats must finish within 30 minutes of the finishing time of the first boat in the class concerned.
15.3 The time limit for Gentleman’s Class Race 4 will be 5 hours. All other boats must finish within 2 hours of the finishing time of the first boat in the class.
16 SCORING
16.1 The Low Point System of Appendix A will apply.
16.2 Prizes will be given to the first three competitors in each class for each day and for the first three competitors of each class for the overall series. On days when there is more than one race the race results will be combined for the day’s prizes.
For the series, all individual races will count. Results for boats not entered for the whole series will be extracted from the overall results.This alters Appendix A2.
17 PROTESTS AND REQUESTS FOR REDRESS
17.1 Protest forms are available at the race office. Protests shall be delivered there within the protest time limit.
17.2 For each class, the protest time limit is 60 minutes after the finish of the last boat in the class concerned. The time limit for a protest by the race committee is 90 minutes after the finish of the last race of the day. This changes rules 61.3 and 62.2.]
17.3 Notices will be posted within 30 minutes of the protest time limit to inform competitors of hearings in which they are parties or named as witnesses. Hearings will be held in the jury room, located at Dale Yacht Club, beginning 2.5 hours after the last boat has finished the last race of the day.
17.4 Notices of protests by the race committee or [protest committee] will be posted to inform boats under rule 61.1(b).
17.5 Any Yacht intending to protest, shall inform the committee boat within 15 minutes of their finishing time.
17.6 The Exoneration Penalty (and the Advisory Hearing and RYA Arbitration) of the RYA Rules Disputes Procedure will be available
18 SAFETY REGULATIONS
18.1 All boats shall comply with ISAF Offshore Special Regulations 2007-2008 Category 4 or their class association rules regarding safety equipment.
18.2 A boat that retires from a race shall notify the race committee as soon as possible.
18.3.1 In order to avoid any potentially dangerous situations, yachts may use their engines to motor clear, provided this is done in such a way as not to give unfair advantage. Yachts that do use their engine in this way shall report the circumstances to the race committee within an hour of finishing the race, A protest committee then may or may not apply a penalty
18.4 Commercial Shipping.
All boats must keep clear of commercial shipping. Failure to comply with this rule may lead to disqualification without protest. This amends rule 60.
19 EQUIPMENT AND MEASUREMENT CHECKS
A boat or equipment may be inspected at any time for compliance with the class rules and sailing instructions. On the water, a boat can be instructed by a race committee measurer to proceed immediately to a designated area for inspection.
20 RADIO COMMUNICATION
A boat shall neither make radio transmissions while racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones.
21 DISCLAIMER OF LIABILITY
Competitors participate in the regatta entirely at their own risk. See rule 4, Decision to Race. The organising authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the regatta.
Trash Disposal.
Boats shall not put trash in the water. All trash must be disposed ashore.
